摘要/Abstract

在“双一流”建设背景下，国家将“双一流”建设“纳入中央高校预算拨款制度并通过相关专项资金给予引导支持，各省市、高校也纷纷出台了“双一流”建设专项资金管理办法，但在政策执行过程中出现了资金分配不均、使用效率低下和监督管理缺位的情况。本文从政策网络视角切入，按照罗茨的分类模型，将“双一流”建设专项经费政策的相关主体划分为政策社群、专业网络、府际网络、生产者网络和议题网络五种，通过分析各个政策网络的特征和政策网络间的关系，来探讨“双一流”建设专项经费政策执行困境产生的原因和解决办法。

Under the background of construction of 'double top', the country will 'double top' construction 'in the central budget funding system and through the guidance of relevant special funds to support, various provinces and cities, colleges and universities have also introduced a' double top 'construction measures for the management of special funds, but in the process of policy implementation in the uneven distribution of funds, use of low efficiency and absence of supervision and management.From the perspective of policy network, according to the classification model of Roots, this paper divides the relevant subjects of the special funding policy of 'Double First-Class' construction into five kinds: policy community, professional network, government network, producer network and issue network. By analyzing the characteristics of each policy network and the relationship between the policy networks,To discuss the 'double first-class' construction of special funds policy implementation difficulties caused by the reasons and solutions.
